Expert Leadership Reinstated: Mahad Mohamed Salad Reappointed as NISA Director

Mudugpost- In a strategic move to reinforce Somalia’s national security apparatus, the federal cabinet has reappointed veteran intelligence official and statesman Mahad Mohamed Salad as Director of the National Intelligence and Security Agency (NISA). The decision, endorsed during an emergency cabinet session on Saturday, follows a recommendation from the Ministry of Internal Security and marks a significant shift in the country’s intelligence leadership. He replaces Abdullahi Mohamed Ali “Sanbaloolshe,” whose term was characterized by mounting tensions within senior government circles.

Sanbaloolshe, serving his third term since April 2024, faced increasing friction with key officials in Villa Somalia over operational direction and leadership approach—concerns that ultimately prompted the change at the top of NISA.

Mahad Salad’s reinstatement comes at a critical juncture for Somalia, as the government intensifies its counterinsurgency campaign against al-Shabab and pushes to modernize intelligence coordination across agencies. His return is widely seen as a stabilizing and strategic appointment aimed at strengthening institutional effectiveness and operational clarity.

A seasoned leader with a deep understanding of Somalia’s security and political landscape, Mahad brings a wealth of experience back to the agency. During his previous tenure at NISA (August 2022 – April 2024), he led a transformative internal overhaul and spearheaded the drafting and passage of the landmark National Intelligence and Security Law of 2023. This legislation, replacing outdated 1970s-era bylaws, provided a modern legal framework for NISA, delineating its mandate, oversight, and operational scope.

Mahad’s background in governance further enhances his leadership profile. He has served as Deputy Minister of Foreign Affairs (2014) and State Minister for Presidential Affairs (2015), and spent over a decade as a federal lawmaker representing Dhusamareb in Galmudug. His political acumen, combined with operational expertise, positions him uniquely to navigate the complex intersection of national security, inter-agency coordination, and executive leadership.

Known for his decisive, hands-on approach and close working relationship with President Hassan Sheikh Mohamud, Mahad is expected to refocus NISA’s mission, strengthen institutional discipline, and drive forward intelligence-led operations critical to Somalia’s stability.

The cabinet reaffirmed its full confidence in Director Salad’s leadership and reiterated its commitment to enhancing national security infrastructure. Officials also extended formal gratitude to outgoing director Sanbaloolshe for his service and contributions during a pivotal period for the agency.
